All Members had received communications in relation to items 4 & 5 on the agenda and they knew the applicant for item 6 as a fellow Councillor.

Richard Mellor spoke in support of the application and Andrew Shaw and Kiri Ives spoke in objection.

 

Sam Smith, Planning Officer, highlighted the main points in the report and responded to questions from Members.

 

Members raised the following concerns:

 

  • They felt that the proposals would cause harm to the character and appearance of the building, in particular, to the linear art deco frontage.
  • They felt that the use of the central island for cycle parking would create a loss of amenity and impact on the outlook for residents.
  • They had concerns that the removal of the hedge to create three parking bays would create additional noise because the hedge acted as a sound barrier to the adjacent properties.
  • They did not feel that vehicular access or secure cycle parking had been properly addressed, particularly due to the position of the cycle parking requiring the removal of part of a mature hedge leading to loss of outlook and harm to the character and appearance of the area.

 

Councillor O’Reilly moved refusal, which was seconded by Councillor Collins, and Members voted in favour of refusal, as follows:

 

For -               Councillors Anderson, Collins, Khan, Lambert, Louki, O’Reilly and Whatley 

Against -       Councillor Rajawat

Abstain -       Councillors Chopra and K.Malik

 

Resolved:

 

That planning permission for planning application 00133/AW/P4 for the conversion of roof space to existing blocks to provide 7 flats and associated car parking, cycle and refuse storage at Manor Vale, Brentford be refused because the proposal would lead to harm to the character and appearance of the area, harm to the appearance of the three storey linea art Deco building (Contrary to Local Plan Policies SC7 (Residential Extensions and Alterations); CC1 (Context and Character) and CC2 (Urban Design and Architecture), loss of amenity and outlook (Contrary to Local Plan Policies CC1 (Context and Character) and CC2 (Urban Design and Architecture) and the unsatisfactory secure cycle parking and vehicle parking due in part to of its position requiring the removal of part of a mature hedge landscaping leading to loss of amenity, outlook and harm to the character and appearance of the area (Contrary to Local Plan Policies CC1 (Context and Character) and CC2 (Urban Design and Architecture).

Councillor Rajawat moved the officer’s recommendation for approval, which was seconded by Councillor Chopra and Members voted in favour of the application, as follows:

Abstain -       Councillors Louki and O’Reilly

 

Resolved:

 

That planning permission for planning application 00890/114/P1 for the construction of a five-storey office building towards the northern edge of the wider site, an adjacent single-storey amenity pavilion and an additional office floor to Studio 1 towards the southern part of the site along with minor extensions to Studio 1 at Studio 1 & 5 Power Road Studios, 114 Power Road, Chiswick be approved, subject to the conditions set out in the report and the addendum report and the prior completion of a satisfactory S.106 agreement as set out in section 11.0 of the report (and as amended in the addendum report) and heads of terms as set out in section 7.45 of the report.

Councillor moved the officer’s recommendation for approval, which was seconded by Councillor and Members voted unanimously in favour of the application.

 

Resolved:

 

That planning permission for planning application 00671/7/P1 for the erection of a single storey rear extension to the house at 7 Kneller Gardens, Isleworth be approved, subject to the conditions set out in the report.
