Declarations of interest under the Town Planning Code of Practice or any other communications from Members


Councillor Lambert, the Vice-Chair, chaired the meeting in Councillor Whatley’s absence.




All Members had received communications in relation to item 3 from the developer and from the Chair of Heston Resident’s Association. They had also attended a presentation on the planning application by the developer.

Matthew Rees, Planning Officer, highlighted the main points in the report. He explained that it was an outline planning application to decide on the access and scale and that further details would be decided under reserved matters. Members put forward the following, for details to be sent back to committee at a reserved matters stage:


  • Proposals for cricket pitches.
  • Vehicle routing during construction.
  • Traffic management, including reviews and details of junction improvements.
  • Disabled sports facilities.
  • The management committee’s remit.
  • Details about the scale and number of warehouses in the basement.
  • Employment of local people and local apprenticeships.


Councillor Rajawat moved the officer’s recommendation for approval, which was seconded by Councillor Atwal Hear, subject to the reserved matters applications being returned to Planning Committee. Members voted unanimously in favour of the application.




That planning permission for planning application 00315/E/P19 for the extraction of minerals and all necessary enabling works; hard and soft landscaping to create a new park; subterranean development to provide up to 177,500 (GIA) sqm of warehouse and storage floorspace (class B8) and associated servicing and parking; alterations to existing vehicular access and creation of new vehicular accesses onto new public highway, including the creation of new pedestrian routes and the refurbishment and extension of the existing Rectory Farm buildings to provide associated park management accommodation, parking and facilities. Outline planning application with appearance, landscaping and layout all part reserved at Rectory Farm, Cranford Lane, Hounslow be approved, subject to the amended conditions set out in the addendum report, the prior completion of a satisfactory S.106 agreement as set out in section 11.0 of the report, the referral of reserved matters back to the Committee, the amended heads of terms as set out in the addendum report and the referral to the Secretary of State and Mayor of London.
