Minutes of the meeting held on 26 January 2017 (agenda item 2) were agreed.


Matters Arising


Members asked for an update to be provided to the next meeting about action, which could be taken to stop HGVs parking overnight in New Road. They felt that there were procedures in place for the enforcement team to deal with it if the road was identified as a hotspot, but acknowledged that there may be an issue with small vans, which fell outside the powers of the enforcement team to take action. Ben Tomlinson, Area Participation Officer, also advised that officers would be providing a report about potential traffic calming measures for New Road to the May meeting (item 3, page 2 refers).

PS Fiona Watts highlighted the main points in the presentation and responded to questions from Members and residents.

The Chair asked for an update to be provided on Neighbourhood Watch and what, if anything, had been done to increase the numbers.


A member of the public raised concerns about anti-social behaviour around the shops in Station Parade and Feltham Park. PS Watts advised that the police had applied for a public protection order for Feltham Park, which they were waiting for the Council to agree. Members asked PS Watts to let them know if they could help in moving the issue along.


It was noted that the Hanworth ward Councillors were not signed up to the Neighbourhood Link and PS Watts advised that she would put in a request for them to be added on.




a)    That an update be provided on Neighbourhood Watch and what, if anything, had been done to increase the numbers.

b)    That the police would contact ward Councillors if they needed their support in progressing a public protection order for Feltham Park.

c)    That a request would be made for Hanworth ward Councillors to be added on to the Neighbourhood Link.

a)         Holly Close


In the absence of a speaker, Ben Tomlinson, Area Participation Officer, updated the Forum. He concluded that the road did not need re-surfacing and was not on the list to be done. In response to questions form Members, he confirmed that the two garages owned by the Council would be maintained to health and safety standards.


Councillor Chaudhary advised that she had been involved in the issue through her casework and that she would email the Chair and Mr Tomlinson to look at any future action, which could be taken.


b)         Feltham Arts


In the absence of a speaker, Councillor Mitchell advised the Forum that funding had been secured for the next two years, which the Members welcomed.


Open Forum - for a maximum of 10 minutes


An opportunity for members of the public to address the meeting on general issues relating to the agenda and other issues not on the agenda.  Please note that individual cases cannot be discussed. 


The Open Forum will be for a duration of 10 – 20 minutes, at the Chair’s discretion. Individual members of the public will not exceed 2 minutes each of speaking time. If there is a significant amount of interest in an issue, the Chair can arrange for a separate public meeting for that issue to be heard and if there is a large group of people interested in an item, one person will be asked to speak as the spokesperson.


a)         Sparrow Farm proposals for a community centre


Several residents from Sparrow Farm raised concerns about proposals to turn their existing resident’s association site into a community centre. The Forum asked for a report to be brought back to the May meeting. Councillor Anderson commented that there was likely to be a planning application, which would be subject to the planning processes. Cllr Khulique Malik advised that he had asked for an extension to the consultation.


b)         New Road/Station Estate Road Compulsory Purchase Orders


Ian Stewart advised the Forum of two on-line petitions in relation to the new development around New Road and Station Estate Road in Feltham and the use of compulsory purchase orders. Members requested that an officer provide an update report to the next meeting.


c)         Space Waye Closure


A resident asked for an update about the closure of Space Waye and commented that there was more litter in Bedfont since it had closed. The Chair asked for a report to be provided to the next meeting.


d)         Kings Road Controlled Parking Zone


A resident raised concerns about controlled parking zones in Queens Road, Kings Road and Cromwell Road because he felt that there had been a lack of consultation. The Chair advised that he would find out and asked the resident to email him the details.

Joyce Ip, Acting Team Leader, Housing Zones and Regeneration, presented the report. She advised that Councillor Foote’s comments about the need for social housing and the suitability of the premises for small businesses had been included in the planning brief.

Members voted unanimously in favour of the recommendations




a)    That the consultation, which had been undertaken for the provision of a new bus stop on Sunbury Way be noted.

b)    That, notwithstanding the objections received, approval be given to progress with the detailed design and implementation of the proposed bus stop, as per the outline design set out in Appendix C of the report.

c)    That a request would be made to Hounslow Highways to provide a bin at the bus stop.

Councillors Anderson and Malik declared that they were members of the Planning Committee.


Councillor Foote explained his reasons for calling the application in to the Area Forum and Members voted unanimously in favour of referring the application to the Planning Committee for decision.




That the application be referred to the Planning Committee for determination.


Items for Future Meetings


Councillor Foote asked that updates from Planning Enforcement meetings be provided to the Area Forum, including the results of appeals and any enforcement action taken.


Any other business

Any business which the Chair agrees to accept on grounds of urgency.
