The minutes of the meeting held on 17 November 2016 (agenda item 2) were agreed.


Matters Arising


a)    Councillor Elizabeth Hughes asked for an update on concerns about inappropriate activity at cemeteries. Ben Tomlinson, Area Participation Officer advised that patrols were being made of cemeteries and no further complaints had been made. He also advised that there were no statutory powers to prevent people from having picnics in cemeteries (item 2a), page 1 refers).

b)      Councillor Christie asked for an update on the Crossover Policy, which Mr Tomlinson undertook to look into (item 9b), page 3 refers).

Petition requesting traffic calming in New Road and response from Seth Twombley, Transport Project Officer.

The lead petitioner, explained the petition to the Forum and advised that residents would like a one-way system to be considered. Seth Twombley, Transport Project Officer, highlighted the main points in his briefing note and advised that a one-way system was not mentioned in the petition so was, therefore, not considered.


Members unanimously agreed the following:




a)    That officers carry out a feasibility study for a one-way system in New Road, with a view to reporting back to the Area Forum in March.

b)    That 20 mph be prioritised for implementation on New Road.

c)    That, once the road has been made 20 mph, a post-implementation speed survey be commissioned to assess the level of compliance with the 20mph speed limit.

d)    That the lead petitioner be informed of the Forum’s decision.


Open Forum


An opportunity for members of the public to address the meeting on general issues relating to the agenda and other issues not on the agenda.  Please note that individual cases cannot be discussed. 


The Open Forum will be for a duration of 10 – 20 minutes, at the Chair’s discretion. Individual members of the public will not exceed 2 minutes each of speaking time. If there is a significant amount of interest in an issue, the Chair can arrange for a separate public meeting for that issue to be heard and if there is a large group of people interested in an item, one person will be asked to speak as the spokesperson.



Feltham Masterplan


A member of public raised concerns that the views of the public were not being taken any notice of, in particular, when those views were negative. Matthias Wunderlich later advised during his presentation that the consultation was still on-going.


Abandoned Car junction of New Road and Hatton Road


A member of the public advised that there had been an abandoned car at the junction of New Road and Hatton Road for some time. Mr Twombley advised that he would chase it up with Hounslow Highways.


Lorries parking in New Road


A member of the public raised concerns over freight lorries parking in New Road. She was advised to report it to the Enforcement Team and the Chair advised that he would take the matter up for her if she emailed him the details.


New Road CPZ (Controlled Parking Zone)


A member of the public advised that they had responded to a consultation letter in relation to proposals for a CPZ in New Road but had not heard anything back. Mr Twombley advised that he would look into it.


Local Police Update


A/Insp. Kathryn Nottage highlighted the main points in the presentation.


In response to questions from Members, the following points were agreed:




a)    That A/Insp. Nottage would find out if there was a system, which allowed officers to respond more quickly to complaints about youths congregating inside the buildings around the Town Centre.

b)    That an update about Neighbourhood Watch, for each ward, would be provided to the next meeting.

c)    It was noted that Members would like to have more regular contact with the Neighbourhood Safety Team.

d)    Concerns raised about young people riding their bikes in the middle of the road and through red lights were noted.


Budget Presentation - Councillor Dennison, Cabinet Member for Finance


Councillor Dennison, Cabinet Member for Finance, made the presentation. In response to questions from Members he confirmed that receipts from the sale of the Feltham Community Association building would be reinvested into the community and voluntary sector.

Feltham Masterplan Presentation - Matthias Wunderlich of Urban Initiatives Studios


Matthias Wunderlich of Urban Initiatives Studio made the presentation. He advised that the consultation was on-going and that the study would be completed in March, when a final document would be produced. Comments from Members were noted.


Enforcement Report on Snakey Lane and Surrounding Areas - verbal update


Ben Tomlinson provided Members with an update on enforcement action being taken on properties in Snakey Lane.




That regular updates on enforcement action being taken in the area be provided to the Forum.


Kings Road Controlled Parking Zone - Results of Statutory Consulation - Amarpal Soor pdf icon PDF 281 KB

Amarpal Soor, Team Leader for Parking Management, presented the report and advised that he would provide the footway parking plans to ward Councillors.


Councillor E. Hughes moved approval of the recommendations, which was seconded by Councillor Anderson and Members voted unanimously in favour of the proposals.




(a)   That, notwithstanding the objections received during the statutory consultation (detailed in attachment A), Members agreed that officers should proceed with the introduction of a controlled parking zone (CPZ) in Cromwell Road, Kings Road and Queens Road, Feltham, operational from Monday to Friday, 9am – 5 pm..

(b)   That permit eligibility for properties on the north-eastern side of Hanworth Road be approved.

(c)    That, at the same time, although not part of the CPZ, the formalisation of footway parking arrangements on Hanworth Road be approved.

(d)   That objectors and residents be informed of the decision.


Items for Future Meetings


Councillor E. Hughes asked for a report on the number of HMOs (houses in multiple occupation) were in the West Area. The report should contain information on the number in each ward, whether or not they were registered and what action was being taken on the illegal ones.


Any other business

Any business which the Chair agrees to accept on grounds of urgency.


Councillor E. Hughes asked for some information about Supersport Saturday and whether it was running in 2017.
