That Cllr Katherine Dunne, Cabinet Member for Housing, endorsed the current organisation of the Hounslow Housing Department, and the further adjustments proposed in order to respond to the major changes in national housing policy and the need to be ready for WorkSmart and the move to the new Civic Centre by early 2019. 

 

Cllr Dunne approved the preparation of plans to:

    i).     “Refresh” the organisation of the housing department to continue to improve the quality of services we provide, by adopting a phased modernisation programme that focuses on transforming our workforce and workplaces through the introduction of Worksmart and improved customer services through greater digitalisation. 

   ii).     Review service structures, compliance functions, methods and models of service delivery, and the locations at which housing services are currently provided (including reviewing our use of area offices, HRA non-housing properties, Ashmead depot, and community centres).

 iii).     Delegate authority to Director of Housing to issue a Consultation Document which sets out the details of the proposals, and to conduct staff consultations on the proposed changes in line with relevant Council procedures.

Cllr Dunne approved the allocation of approx. £150k to support the implementation of a review of resident services and Worksmart across Hounslow Housing.

That Cllr Katherine Dunne, Cabinet Member for Housing, agreed to:

         i).    The changes in policy that determine the consultation and collection process in place when managing leaseholders.

       ii).    The financial implications of these policy changes.

      iii).    The preparation of a booklet for all leaseholders highlighting these changes and the services offered.

      iv).    The establishment of a leasehold buy-back programme funded from The Housing Capital Programme.

Cllr Dunne agreed to delegate authority to the Director of Housing, in consultation with the Lead Member, to implement these changes.
