The Open Forum will take place as close as possible to 9.00 p.m. for approximately 20 minutes.


Members of the public may raise matters of local concern.  Please bear in mind the guidelines for public participation and that it may not be possible to have a detailed discussion or response at the meeting. Points raised will be noted and used to inform the work of the Area Forum.


Protocol for the Open Forum

¨      Written items to be submitted where possible. (Proforma sheets will be available at the back of the hall).

¨      Where they are so submitted this should be by 8.30 p.m.

¨      Speakers will be allowed at the Chair’s discretion.

¨      The Chair will normally only allow one contribution per person per item and one item per person per meeting.

¨      Items on the main agenda should not be raised in the open forum.

¨      Items where the debate cannot be contained within the public forum may be continued at a future forum or may be put on a future agenda with an officer’s report.

Protocol for Speakers

i)          Those wishing to address the Area Forum on any of the items listed on the agenda for decision (with the exception of planning applications) should contact the Committee Administrator, Chaspal Sandhu, on 020 8583 2065 with details of the proposed submission as soon as practicable and no later than 2 working days before the meeting. The Chair will decide whether or not to grant the request to speak and notification will be given of the decision.

ii)         For all highways matters, if there are members of the public with opposing views regarding the proposal the chair will allow both sides to speak. Generally, speakers will only be allowed to speak on issues where funding is available.

iii)       Each party will be given no more than 5 minutes to speak.  The time allotted could be reduced if, for example, the chair wishes to accommodate several speakers on the same item.

iv)       The Area Committee will consider submissions on up to 3 items per meeting.

v)        Written submissions should be made to the Committee Administratorno later than 4pm on the day of the meeting. 


Important information on planning applications called-in to Area Forum:

Planning applications can be called-in by members of the Area Forum for the purpose of agreeing whether the application should be decided by officers under delegated powers or by members at the Planning Committee.


Speakers will not be permitted to address the Area Forum on planning applications but can submit any representations they may have on the particular application to the relevant planning case officer.  They can also apply to speak at the Planning Committee, should a report be taken to that meeting for decision.

Recording and reporting on public meetings

Please note that members of public can choose to record, or report in other ways, on this public meeting.  If you wish to do so then please read the Council’s protocol which can be found on the Council’s website.  Copies of the protocol are also available at the meeting.


The Council asks that you avoid recording members of the audience who are not participants at the meeting.  The Council will seek to facilitate this. However, anyone attending a public meeting does so in the knowledge that recording may take place and that they may be part of that record.
