Barbara Parry, Head of Housing Client & Partnerships, presented the report.


Following the presentation the Panel questioned Ms Perry who advised that the proposed redevelopment would create mid-range sheltered accommodation as set out in the Council’s Sheltered Housing Standards. There was no demand for bedsits but continued high demand for good quality properties was expected. The proposals did not cover non-sheltered housing for older residents nor did it include extra-sheltered housing for people too frail for standard sheltered accommodation. The Sheltered Housing Standards called for a guest room to be incorporated in each unit following requests from residents and there would be six two-bedroom units across the Borough. Ms Perry advised that the highest possible receipt was intended from the sale of the Loraine Road accommodation and that a report from Savills would be brought back to the Affordable Housing Fund Panel. The report anticipated demand for around 750 units; the forthcoming benefit changes did not apply to pensioners and high standard schemes in good locations were planned. Officers would monitor progress continuously.


The Chair, Cllr Steve Curran, called for the Panel to vote on the matter.


Cllr Ruth Cadbury moved that the Panel approved the officers’ recommendations in full. Cllr Jagdish Sharma seconded the motion which was passed unanimously.




The Affordable Housing Fund Panel agreed:


1.      That the proposals and costs for the redevelopment of Frogley House, Hogarth Court, Rectory Court and all four Core elements. Hounslow Homes shall be instructed to commence work on those schemes including undertaking formal consultation with tenants.


2.      That the Core elements shall be funded from the Loraine Road receipt as well as the works to the sheltered schemes and that those schemes shall be funded from existing HRA funds pending the sale of Loraine Road.


3.      That if the bid for the Mayor’s Care and Support Specialised Housing Fund (including any negotiated changes) is successful that this project shall be funded from a combination of the GLA grant and either existing HRA resources or borrowing (subject to an assessment of the impact on the HRA Business Plan). Should the bid be unsuccessful, the Panel agreed that the shortfall (of £1.98m) shall be met from the Loraine Road receipt and other HRA resources.


4.      That the rent levels at the refurbished and new build schemes shall be increased to take account of the larger sized units and the improved facilities but that tenants who have been temporarily decanted to allow the scheme to be refurbished or renewed or who have been decanted from other sheltered schemed shall be charged a rent equivalent to their previous rent subject to annual increases being applied.


5.      That the proposed Decant Policy for Temporary Moves (Appendix 3) shall be approved.
