Minutes:

Apologies for absence were received from Councillor Daanish Saeed, Kamal Ahmad, Zara Qureshi, Jacqui Corley and Robert Was.

Minutes:

The minutes of the meeting held on 30th March 2015 were agreed and signed by the Chair.

 

Matters arising

 

-          Page 5, Action point 3

Alan Adams confirmed that the matter was discussed in with Councillor Todd after the recent meeting of full Council.

 

Action:   A tracker sheet should be drawn up to record the progress and outcome of actions from previous meetings.

 

-          Councillor Mitchell reported that he and Councillor Green attended the Richmond Schools Drama Showcase at Hampton Hill Playhouse on 25th June 2015 and that the ideas shared by young people were well presented.

 

He said that the Council should look into a similar project for Hounslow Schools and that a steering group was looking at how this could be taken forward. 

 

Councillor Collins added that this could also be linked to the Duke of Edinburgh Awards as there was an arts element to the Scheme.

Appointment of Panel Vice Chair pdf icon PDF 115 KB

Minutes:

Councillor Tony Louki nominated Councillor Alan Mitchell and Councillor Mel Collins seconded the nomination.  The nomination was agreed by all Members.

 

Resolved:

 

Councillor Alan Mitchell was appointed Vice-Chair.

Urgent Business

Any business which the Chair agrees to accept on grounds of urgency.

Minutes:

Having recently attended a meeting of the Strategic Multi-Agency Sexual Exploitation (MASE) Board, Councillor Todd emphasised the need for this Committee to receive more detailed information and data on action taken to identify and prevent child sexual exploitation (CSE) in the Borough.  He referred to figures provided at the meeting he attended which showed the figures for CSE grooming related arrests under prevent and restriction strategy but it was not clear how many were issued warnings or restriction orders.

 

Children’s Services Officers attending the meeting provided Members with action taken to ensure that child sexual exploitation (CSE) was closely monitored.   They outlined work undertaken by multi agency teams such as Multi Agency Sexual Exploitation Board (MASE) and the Local Safeguarding Children’s Board (LSCB) Child Sexual Exploitation (CSE) Sub Group to identify and take appropriate action.  The CSE Sub-Group of the LSCB held meetings every two months and reported updates to the Safeguarding Board.  The CSE Sub Group was also chaired by the Chair of the LSCB.  Terms of reference had been agreed on the information required by the group. In response to concerns raised by Councillor Todd on the safeguarding of looked after children (LAC) placed outside the Borough, Jacqui McShannon confirmed that these children would be subject to MASE Reports in order to the Local Authority to monitor and ensure their safety.

 

Councillor Chatt stated that he would discuss the need to have more confidential yellow page issues presented to Overview & Scrutiny Committees at the next Chair’s meeting.

 

Resolved:

 

-          To receive regular reports and data from the LSCB CSE Sub Group.

-          It was agreed that the Chair and Vice Chair would attend a strategic MASE Meeting.

See the report tabled by Ben Knight, Policy and Scrutiny Officer, outlining areas of Children’s Services for the Panel to consider and prioritise for the work programme for the year ahead and where Scrutiny can add value to give Lead Member and Cabinet opportunity to consider where priorities are this year.

Top priorities of most concern to Panel Members were CAMHS, eating disorders and CSE.

 

Officers suggested Panel Members would like to consider:

-       reviewing areas of Children’s Services that are performing well

-       a progress report on the OFSTED inspection

-       Education – how the Local Authority works with Academies and Free Schools, Review of Education Improvement Partnership.

 

Resolved:

 

-       Agenda for meeting on 2nd September 2015 agreed as:

-       Input to consultation on under-5s Offer

-       Annual report of Local Safeguarding Children’s Board

-       Stephen Hutchinson confirmed the joint meeting with the Youth Council for February 2016 and he would confirm arrangements for this with Ben Knight.

-       The remainder of the work programme was agreed in principle.   Any new ideas and priorities should be emailed to Ben Knight, Policy and Scrutiny Officer, and the Chair, Councillor Linda Green, by Friday 24th July 2015.

-       Ben Knight asked Panel Members to consider how reviews should be undertaken, whether it should be by report to the Panel or by set up of task and finish groups.

 

-       The Chair invited Panel Members to attend the Health and Adult Social Care Scrutiny Panel meeting on Monday 27th July 2015 where the acquisition of West Middlesex Hospital by Chelsea and Westminster Hospital will be reviewed.
