Notification of decision following a Licensing Panel hearing to determine an application for the variation of a premises licence.

 

PREMISES: FELTHAM SERVICE STATION, FELTHAM HILL ROAD, FELTHAM, TW13 7ND

TAKE NOTICE:

 

THAT following a hearing before the Licensing and General Purposes Sub

Committee (the Licensing Panel)

 

ON 28 November 2016

 

HOUNSLOW COUNCIL, as the Licensing Authority for the premises

 

RESOLVED TO TAKE THE FOLLOWING STEPS IN RELATION TO THE PREMISES LICENCE AS APPROPRIATE TO PROMOTE THE LICENSING. OBJECTIVES:

 

That the application for the variation of a premises licence, as amended, be GRANTED IN FULL and on the terms and conditions contained within the application, along with the additional conditions submitted by the applicant, to also include any applicable mandatory conditions.

 

Licensable activities:

 

Late Night Refreshment

Monday to Sunday: 23:00 to 05:00

 

Supply of Alcohol off  the premises

Monday to Sunday 00:00 to 00:00 (24 hours)

 

Hours premises are open to the public

Monday to Sunday: 00:00 to 00:00 (24 hours)

 

The following conditions shall be applied:

 

1.    There will be no provision of hot food between 23:00 and 05:00 (the licence will permit the provision of hot drinks only between these hours)

 

2.    The premises will not sell any beer, lager or cider that is equal to or greater than 6% A.B.V. For the avoidance of doubt this does not include specialist products from craft or microbreweries or limited edition/seasonal products (eg Christmas packs) subject to police and local authority discretion.

 

3.    There shall be no sale of single cans of single cans of beer, lager or cider from the premises.

 

4.    There shall be no sale of spirits in vessels smaller than 35cl.

 

5.    There shall be no self-service of spirits except for spirit mixtures.

 

6.    A CCTV camera system covering both internal and external areas of the premises to be installed. The CCTV recordings will be maintained for a period of 31 days and shall be made available to the police and local authority on request.

 

7.    The premises will operate a night pay window operation from 23:00 to 06:00 where all transactions will be made during those times.

 

8.    Adequate staff training shall be carried out and properly documented in relation to dealing with incidents, prevention of crime & disorder and sale of alcohol prior to their being allowed to sell alcohol.

 

9.    Signage will be displayed at the exit of the premises requesting customers leaving the premises late at night to do so quietly and with consideration so as not to disturb nearby residents.

 

10.  The premises will operate a Challenge 25 scheme, whereby the only forms of acceptable identification will be either a photographic driving licence, a valid passport, military identification or any other recognised form of photographic identification incorporating the PASS logo, or any other form of identification from time to time approved by the Secretary of State.

 

11.  Signage for Challenge 25 policy will be displayed.
