Notification of decision following a Licensing Panel hearing to determine an application for a premises licence under s.17 Licensing Act 2003

TAKE NOTICE:

 

THAT following a hearing before the Licensing and General Purposes Sub

Committee (the Licensing Panel)

 

ON 7 November 2017

 

HOUNSLOW COUNCIL, as the Licensing Authority for the premises

 

RESOLVED:

 

That the application to vary a Premises Licence for Man vs Food London Ltd, Ground Floor Unit, 42 Syon Lane, Isleworth, be GRANTED as amended.

 

Supply of alcohol for consumption on the premises:

Monday to Sunday, 12:00 to 22:30

 

            Hours premises are open to the public:

Monday to Sunday, 12:00 to 23:00

 

In addition to those conditions proposed in the operating schedule the applicant agreed to accept the following additional condition:

 

That no alcohol shall be served to customers in the outside seating area after 21:00 Monday to Sunday.

 

 

 

Formal Decision

  

1.            This is an application to determine an application for a premises licence under section 17 of the Licensing Act 2003 tor the supply of alcohol on the Premises in relation to Man vs Food London Ltd, Ground Floor Unit, 42 Syon Lane, Isleworth, (the “Premises”).  

 

2.            The Licensing Panel carefully considered all the relevant information including:

-    Written and Oral representations by all the parties

-    The Licensing Act 2003 and the steps appropriate to promote the Licensing Objectives

-    The guidance issued under section 182 of the Licensing Act 2003

-    Hounslow Council’s licensing policy

-    The Human Rights Act 1998

 

3.            The Panel were advised by Keiran Hinchliffe, the Licensing Officer.

 

4.            The application as originally submitted was for the supply of alcohol for consumption on the Premises from 12:00 to 23:00 on Monday to Friday and from 12:00 to 00:00 on Saturday and Sunday, together with proposed conditions, which are set out at paragraphs 4.2 to 4.6 of the Report.  These set out the Applicant’s steps to promote the four licensing objectives.  The proposed opening hours for the Premises were to be the same hours as for the supply of alcohol. The proposed hours would mean that on Saturday and Sunday the Premises would remain open and allow for the supply of alcohol for a further two hours, namely from 22:00 to 00:00.

 

5.            It was confirmed to the Panel that the application did not include any application for a late night refreshment licence.

 

6.            The Premises previously held a premises licence but that licence lapsed when the company holding that previous premises licence dissolved on 9th December 2015.   According to the Applicant, he was unaware that the dissolution of the company meant that the previous licence expired at that time and this application was submitted after this was brought to his attention by the Licensing Authority.    The Licensing Authority did not make any representations in respect of this issue and the Applicant stated that  ...  view the full decision text for item 2.
