Notification of decision following a Licensing Panel hearing to determine an application for a licence under s.17 Licensing Act 2003

TAKE NOTICE:

 

THAT following a hearing before the Licensing and General Purposes Sub

Committee (the Licensing Panel)

 

ON 10 October 2017

 

HOUNSLOW COUNCIL, as the Licensing Authority for the premises

 

RESOLVED:

 

That the application for a Premises Licence for Polski Produkt, 59A Heath Road, Hounslow, be GRANTED to allow for the supply of alcohol for consumption on and off the Premises during the hours 10:00 to 23:00 on Monday to Sunday, subject to the following conditions:

 

The prevention of crime and disorder

 

A CCTV system shall be installed and maintained in good working order and in operation during licensable hours. As well as inside the premises, all entry and exit points will be covered by CCTV enabling frontal identification of every person entering in any light condition.

 

Recordings will be kept for a minimum of 31 days and will be stamped with the date and time. They will be made available upon reasonable request by Police and Council officials.

 

A member of staff who is conversant with the operation of the CCTV system will be on the premises at all times when open to the public and will provide copies to Police and Council officials upon request.

 

Signs will be prominently displayed advising customers that they are being filmed on CCTV.

 

All goods, including those subject to duty payment i.e. alcohol and tobacco products will be only be purchased from cash and carries. Invoices will be made available upon request. 

 

No alcohol or tobacco will be purchased by the premises from unannounced sellers calling at the premises.

 

The premises will not sell any beer, lager, or cider that is equal to or greater than 6% ABV. For the avoidance of doubt, this does not include specialist products from craft or microbreweries or limited edition/seasonal products (e.g. Christmas gift packs), subject to Police and Local Authority discretion.

 

No sales of single cans of beer, lager or cider.

 

No sales of wines and spirits in bottles smaller than 30cl

 

Public safety

 

An incident and refusals book shall be kept detailing all incidents and refused sales of alcohol. The record shall include the date, time and reason for the incident or refused sales, also the name of the member of staff involved. Records shall be kept on the premises and made available for inspection at the premises by the police and authorised council officers.

 

The prevention of public nuisance

 

Notices must be displayed requesting that patrons respect neighbours and leave the premises quietly and in an orderly manner and do not congregate outside the premises.

 

A strict policy will be put in place informing all staff not to serve alcohol to customers who appear to be intoxicated.
