Notification of decision following a Licensing Panel hearing to determine an application for a licence under s.17 Licensing Act 2003

THAT following a hearing before the Licensing and General Purposes Sub

Committee (the Licensing Panel)


ON 19 September 2017


HOUNSLOW COUNCIL, as the Licensing Authority for the premises




That the application for a Premises Licence for Café & Kitchen, The Barlow Mow Centre, 10 Barley Mow Passage, Chiswisk, be GRANTED to allow for the supply of alcohol for consumption on and off the Premises during the hours 11:00 to 23:00 on Monday to Sunday, subject to the following conditions:


a)    A CCTV system shall be installed and maintained in good working order and in operation 24 hours a day. All entry and exit points will be covered enabling frontal identification of every person entering in any light condition.

Recordings will be kept for a minimum of 31 days and will be stamped with the date and time. They will be made available upon reasonable request by Police and Council officials.


A member of staff who is conversant with the operation of the CCTV system will be on the premises at all times when open and will provide copies to Police and Council officials upon request.


Signs will be prominently displayed advising customers that they are being filmed on CCTV.


b)    An incident and refusals book shall be kept detailing all incidents and refused sales of alcohol. The record shall include the date, time and reason for the incident or refused sales, disorder and ejections as a minimum also the name of the member of staff involved. Records shall be kept on the premises and made available for inspection at the premises by the police and authorised council officers.


c)    No deliveries or collections relating to licensable activities at the  premises shall take place between 23:00 and 08:00 on the following day.


d)    A challenge (21 scheme) will be implemented whereby any person who  looks to be under the age of 21 will be asked for a recognised photographic proof of age e.g. passport, driving licence and proof of age card with PASS hologram. Signs will be clearly displayed on the premises in relation to the (Challenge 21) scheme.


All staff will be trained in the Challenge 21 scheme, with regards to their

responsibilities in the retail sale of alcohol and regular refresher training will also be undertaken. A training manual will be kept on the premises, which will be signed by both the trainer and trainee.


Posters will be displayed in a prominent position around the till advising customers of the proof of age policy.


e)    There shall be no sale of alcohol for consumption off the premises with the exception of alcohol sold for consumption in other non-licensed areas of the building.
