THATfollowing a hearing before the Licensing and General Purposes Sub

Committee (the Licensing Panel)

 

ON 13 June 2017

 

HOUNSLOW COUNCIL,as the Licensing Authority for the premises

 

RESOLVED TO TAKE THE FOLLOWING STEPS IN RELATION TO THE PREMISES LICENCE AS.APPROPRIATE TO PROMOTE THE LICENSING. OBJECTIVES:

 

That the application for the variation of a premises licence, as amended, be GRANTED IN FULL for one day on 6 August 2017.

 

Licensable activities:

 

Live Music, Recorded Music, Performance of Dance

Sunday 6 August 2017 11:00 to 20:00

 

Supply of Alcohol on the premises

Sunday 6 August 2017 11:00 to 20:00

 

Hours premises are open to the public

Sunday 6 August 2017 00:00 to 20:00

 

Maximum Capacity to be increased to 14,999 people.

 

The following conditions shall be applied:

 

 

  1. The terms and conditions contained within the application and any mandatory conditions.

 

  1. The event will operate fully in accordance with the Event Management Plan.

 

  1. The Event Management Plan will be provided to the Hounslow Safety Advisory Group in advance of the event and must be approved by the Safety Advisory Group before the event can take place. 

 

Reasons

The Licensing Panel carefully considered all the relevant information including:

 

-       Written and Oral representations by all the parties

-       The Licensing Act 2003 and the steps appropriate to promote the Licensing Objectives

-       The guidance issued under section 182 of the Licensing Act 2003

-       Hounslow Council’s licensing policy

-       The Human Rights Act 1998

This was an application for the grant of a variation of a premises licence under section 17 of the Licensing Act 2003 in respect of Goan Festival, Cranford Community College, High Street, Cranford TW5 9PD. 

 

Three representations were received from local residents concerned that the increase in capacity to 15,000 would result in increased noise nuisance, crime and anti-social behaviour (ASB). They asked that if the application were to be granted then there should be more security directing crowds and dispersing attendees safely when the event finished. 

 

Mr Steve Belcher, speaking for residents, advised that 15,000 was a very significant increase in numbers and residents had found the area completely blocked in last year; it had been impossible for normal traffic to move and there was grave concern regarding crime with such crowds. Empty alcohol bottles had been discarded everywhere the previous year and he could see no need for alcohol at a religious festival. He felt that security had been completely inadequate with very young volunteers overwhelmed by numbers.  There had been extremely long queues at both pedestrian gates, which was inappropriate in a residential area.
