Members are also asked to note that following guidance from the Department for Communities and Local Government, the Council is required to hold recorded votes (a named vote stating the way that each member voted) on any decision relating to the budget or council tax. Therefore all votes taken in relation to this item will be recorded.

 

Decision:

RESOLVED –

 

That the following recommendations be agreed:

 

Section 1 - Revenue Budget and Council Tax 2016/17

 

Council Tax

1.      In respect of the calculation and setting of council tax, Borough Council resolved:

 

(i)        That it be noted that at its meeting on 19 January 2016, Cabinet calculated the Council Tax Base 2016/17 for the whole council area as 80,169.56 [Item T in the formula in Section 31B of Local Government Finance Act 1992, as amended (the “Act”)].

 

(ii)       That the council tax requirement for the council’s own purposes for 2016/17 is £86,564,680.68 [Item R in the formula in Section 31B of Local Government Finance Act 1992, as amended (the “Act”)].

 

(iii)      That the following amounts be calculated for the year 2016/17 in accordance with Sections 31 to 36 of the Act:

 

(a)   £628,343,099being the aggregate of the amounts which the council estimates for its total expenditure in accordance with the items set out in Section 31A (2) of the Act.

 

 

 

(b)  £541,778,418 being the aggregate of the amounts which the council estimates for its total income (including formula grant and council tax surplus payable for the year into its General Fund) in accordance with the items set out in Section 31A(3) of the Act.

 

(c)  £86,564,681 being the amount by which the aggregate (iii)(a) above exceeds the aggregate at (iii)(b) above, calculated by the council in accordance with Section 31A(4) of the Act as its council tax requirement for the year. (Item R in the formula in Section 31B of the Act).

 

(d) £1,079.77 being the amount at (iii)(c) above (Item R), all divided by Item T at (i) above, calculated by the council, in accordance with Section 31B of the Act, as the basic amount of its council tax for the year.

 

(iv)      To note that for the year 2016/17 the Greater London Authority (GLA) has issued a consultation setting out its precept to the council in accordance with Section 40 of the Local Government Finance Act 1992 for each category of dwellings in the Council’s area as indicated in the table below.

 

(v)       That the Council, in accordance with Sections 30 and 36 of the Local Government Finance Act 1992, hereby sets the aggregate amounts shown in the tables below as the amounts of council tax for 2016/17 for each part of its area and for each of the categories of dwellings. (GLA will approve its precept on 22 February 2016).

That the Mayoral Guidance be agreed subject to the following amendments:

 

  • Page 296: Dealing With Casework When You Are Mayor.  Paragraph a to read: “Your role as Mayor is different to your usual role as a community ward councillor – and it is very important to keep them distinct: Failure to do so can lead to criticism. During your mayoral year, you should consider, along with your fellow ward councillors, how you should handle your ward casework. The Mayor’s PA will process any ward based casework that you receive.”
  • Page 299: How Events Are Organised With Events Team. An additional sentence to be added at the end of paragraph b: “One of the main purposes of the inaugural dinner is to raise money for the mayor’s charity.”
