Apologies for Absence, Declarations of Interest under the Council's Town Planning Code and Disclosure of Personal and Prejudicial Interests as defined by the National Code of Conduct

Minutes:

Apologies were received from Councillors Collins and Bains (Vice-Chair). Councillor Harmer chaired this meeting.

 

Councillor Reid declared an interest in Agenda Item 4 (6 Byfield Road), as she had a close family relative living nearby. She added that she had received an email in relation to Agenda Item 5 (63 Hamilton Road) and knew someone living on Lynton Close, Agenda Item 6.

 

Councillor O’Reilly also declared knowing someone living on Lynton Close (Agenda Item 6).

 

Councillor Harmer declared an interest in Agenda Item 5 (63 Hamilton Road), having met both the applicant and the objector in the past in his capacity as ward councillor.

In response to members’ questions the Planning Officer, Sunny Desai, detailed the main differences between this and previous applications. He confirmed that the neighbouring property had been consulted and had submitted written representations.

 

Councillor Reid moved approval of the officer’s recommendation, seconded by Councillor Mayne. The Chair invited members to vote on the planning application first, with the following results:

Resolved:

That the application number (00188/6/P4) (P/2010/0115) for the ground floor side extension with two roof lights, rear roof extension with one roof light in the front roof slope, and one roof light in the eastern flank elevation at roof level at 6 Byfield Road, Isleworth be approved, subject to the safeguarding conditions in the submitted report and the additional condition in the addendum report.

 

That the application number (00188/6/CA1) (P/2010/2343) for the Conservation Area Consent for the demolition of the boundary wall at 6 Byfield Road, Isleworth be approved, subject to the safeguarding conditions in the submitted report and the additional condition in the addendum report.

The Planning Officer acknowledged concerns around the impact of the proposed single storey side infill extension on the neighbouring residents but suggested that the limited depth and incorporation of a lean to roof structure mitigated the impact on the neighbouring property.

 

Members discussed the concerns raised by the neighbour at 62 Hamilton Road in relation to noise nuisance resulting form the use of the proposed loft conversion and the flight of stairs leading into it. The Planning Officer informed members that a condition on noise would be unenforceable and drew their attention to the Informative in the submitted Addendum. Members requested that where an informative was included, it should include details of the duties on the applicant and what the anticipated outcome would be.

 

Councillor Curran moved approval of the officer’s recommendations, seconded by Councillor Ellar.

Resolved:

Amarpal Soor, Senior Engineer, confirmed that the “At Any Time” waiting restrictions would stretch beyond 10m on the south side of Lynton Close to keep the slip road on Twickenham Road clear. He assured members that current parking spaces would not be lost as a result of the proposals.

 

Councillor Ellar moved approval of the officer’s recommendations, seconded by Councillor Sampson.

·        That the objectors be advised accordingly.

November Monitoring meeting postponed:

It was confirmed that the scheduled November 25th Monitoring meeting be postponed by one week to December 2nd to enable members to attend the Brentford Christmas Lights fundraising event in November.

 

London Apprentice public house:

Members were informed that the applicant had submitted a statement detailing proposals for the extractor fan, which was currently being reviewed by the Head of Pollution Control, Gerry McCarthy. It was anticipated that the matter would be brought back before this Area Committee in the coming months. At members’ request officers agreed to appraise The Isleworth Society of these recent developments.
