HOUSING MANAGEMENT FORUMS
TERMS OF REFERENCE
1.0 GENERAL MATTERS
1.1 Three Area Housing Management Forums (the Forums) will represent the Board in the East, Central and West areas. They have authority to carry out the functions set out in these Terms of Reference.
1.2 The Forums are established under the Memorandum and Articles and Standing Orders of Hounslow Homes Limited, which permit the establishment of Forums to discharge certain responsibilities. The Forums shall therefore promote the interests of Hounslow Homes in consultation with tenants and leaseholders.
2.1 Each Forum shall comprise up to 21 Members excluding co-optees except where insufficient nominations are received to fill the available places.
2.2 Each Forum shall comprise:
10 tenants nominated by the Hounslow Federation of Tenants and Residents Association (HFTRA). Up to 2 of these may be non-Hounslow Homes tenants, but elected through HFTRA electoral process from Tenants Residents Associations where more than 50% of tenants are Hounslow Homes’ tenants. The maximum number of nominees from any one housing estate shall be restricted to one, unless other nominees are not available, in which case the maximum number from one estate shall be two.
3 Leaseholders of Hounslow Homes, 2 nominated by HFTRA. 1 nominated by the Leaseholder Forum.
Up to 5 Councillors nominated by the Council’s Area Committees, as link Councillors between the Area Committee and the Forum.
3 Board Members, nominated by the Board of Hounslow Homes.
Up to 3 co-opted Members representing traditionally under-represented groups in the area subject to approval of each Forum.
2.3 All appointments and nominations shall have due regard to the Hounslow Homes Equal Opportunities policy and ensure that each Forum reflects the community it seeks to serve.
2.4 Members who miss more than 3 meetings without reasonable explanations to the Chair may have their membership terminated by the Chair. The Chair will then invite the nominating body to make a new nomination.
2.5 Where in the view of the Chair a Member is guilty of serious misconduct or impropriety, the Chair may terminate their membership and invite the nominating body to make a new nomination.
3.0 ARRANGEMENTS FOR MEETINGS
3.1 Each Forum shall be held a minimum of four times a year.
3.2 Additional meetings may be called with the approval of the Chair and Vice Chair.
3.3 At the first meeting of the financial year, a Chair and Vice Chair shall be nominated and appointed by all members present at each Forum.
3.4 A quorum of 5 shall apply to each Forum, including two Hounslow Homes Board Members.
3.5 Each member except co-optees shall have one vote and questions shall be decided by a straight majority and in the case of a tied decision the Chair of each Forum may cast a deciding vote.
3.6 Hounslow Homes will provide an officer to act a Secretary and Committee Clerk for each Forum.
3.7 Senior members of staff and other relevant staff shall attend the meeting of each Forum.
3.8 Minutes of each meeting shall be agreed with the Chair and Vice Chair of each Forum prior to distribution.
3.9 A list of action points from the meeting should be circulated within 14 days of the meeting.
3.10 Agendas for the meetings shall be agreed with the Chair and Vice-Chair of each Forum prior to distribution.
3.11 Agendas and papers shall be distributed to all Members of each Forum a minimum of two weeks prior to each meeting.
3.12 Hounslow Homes Board shall receive the Minutes of each Forum meeting.
3.13 Each Forum meeting shall be open to the public unless confidential items are being considered, in which case the public will be excluded.
4.0 DELEGATED AUTHORITY OF FORUMS
4.1 Each Forum shall have a delegated budget of £60,000 in 2002/03, thereafter to be reviewed annually, to be spent on environmental improvements to their area.
4.2 Each Forum shall abide by any guidance issued by Hounslow Homes from time to time on works than constitute environmental improvement.
4.3 Each Forum shall monitor performance of Hounslow Homes in their area.
4.4 Hounslow Homes Board shall welcome reports and comments on housing management, maintenance and improvement in the area of each Forum.
5.0 OTHER MATTERS
5.1 Each Forum may form specific Sub-Committees which shall report to the Forum and may disband when the need arises.
5.2 Each Forum may propose amendments to these Terms of Reference to the Hounslow Homes Board from time to time.
5.3 Each Forum shall comment on strategic or Borough-wide issues presented for consultation.
5.4 The Terms of Reference shall be reviewed every two years.
