To approve the minutes of the meeting held on 20th September 2011.

Decision:

Agreed subject to the following amendments:

  • Page 1, item 2, point 2: replace paragraph with one in the tabled paper.
  • Page 5, item 4, last paragraph on page: sentence to end “service specific consultation”

 

Matters arising:

  • Page 23, item 15: noted minute was accurate but the figure of 50% reported was wrong in the original statement and should be 70%.

Minutes:

Consideration of the minutes was deferred to the meeting on the 22nd September, 2003.

Report of the Head of Democratic Services

Decision:

No new petitions received.

Noted petition 14 withdrawn

Written responses to all petitions excepting 4 and 18 were noted, and the following additional proposals were also agreed:

  • In relation to petition 11, Cllr Mayne requested officers contact the petition organisers to discuss the additional information included in the tabled report.
  • In relation to petition 15, Cllr Curran undertook to investigate the delay in the petition being received by the council’s empty property unit and it being presented to the Mayor’s Office for consideration by the Council.
  • In relation to petition 16, following additional information from Cllr MacGregor about the deteriorating relationship between the parties in the case, Cllr Mayne undertook to speak to him to get additional information.

Oral responses to petitions 4 and 18 were noted as follows:

Petition 4: The issue had been resolved in the most part and residual areas were being investigated.  Cllr Dennison was to ask officers to get the matter resolved quickly.

Petition 18: Cllr Lily Bath to investigate the matters raised including responses to them, and then further decisions on what action needed to be taken could be made.

That the revised petition scheme attached to the report be adopted.

 

It was noted that this was agreed subject to confirmation by the Assistant Director, Corporate Governance, that it was not subject to the requirement to be presented to council twice as a change to the Council Procedures section of the Constitution.

RESOLVED –

 

(a) Adopt the Statement of Licensing Policy for Sexual Entertainment Venues as attached at Appendix A with immediate effect

(b)  Delegate authority to the Licensing Committee to review and make changes to the Policy including adding provisions relating to other forms of sex encounter establishments.

(c) Delegate authority to the Licensing Committee to determine any Sexual Entertainment Venue applications received and to set any conditions as may be appropriate and necessary.

(d) Agree the quorum for determining Sexual Entertainment Venue applications to be the Chair and four members of the Licensing Committee or five members of the Licensing Committee should the Chair be unavailable.

(e) Agree the fees as detailed in paragraph 4 of the report.

RESOLVED –

 

The draft Hounslow Council Corporate Plan, 2011/12 - 2014/15 be approved and authority be delegated to the Leader of the Council in consultation with the Chief Executive to make final amendments before the Corporate Plan is published and distributed to staff before Christmas.

RESOLVED –

 

That the following be agreed:

 

1.1       To note the outcome of the review and the consultations undertaken.

 

1.2       To transfer the properties east of St John’s Church on the south side of St John's Road, lsleworth from polling district S to polling district SA in the Isleworth ward, and to designate St Bridget's Church Hall astheir polling place instead of R.O.W.E. Community Centre, Unwin Road, Isleworth;

 

1.3       To transfer the properties in the new housing development at Brentford Lock from polling district RA to polling district R in the Syon ward, and to designate St Paul's C of E School, St Paul's Road, Brentford as their polling place instead of Rose Community Centre, Hawthorn Road, Brentford subject to approval of recommendation 1.5 below;

 

1.4       To transfer the properties in the new housing development on the East side of Twickenham Road at West Middlesex Hospital site south of the junction with Park Road from polling district RC to polling district RB in the Syon ward, and to designate The Green School for Girls, Busch Corner, lsleworth as their polling place instead of Community Centre, St John’s Centre, 80 St John’s Road, lsleworth; and

 

1.5       To designate the following locations as new polling places:

 

a) St Mary's Church Hall, Hatton Road, Bedfont for polling district A in the Bedfont ward;

 

b) Dukes Meadow Community Centre, Alexandra Gardens, Chiswick for polling district XB in the Chiswick Homefields ward;

 

c) St Joseph's Catholic Church Hall, Bolton Road, Chiswick for polling district WB in the Chiswick Riverside ward;

 

d) Church of the Good Shepherd, Beavers Lane, Hounslow for polling district FC in the Cranford ward;

 

e) Lampton Children's Centre, Neville Close (off Lampton Road), Hounslow for polling district IC in the Heston East ward;

 

f) Heston Children's Centre, Cranford Lane, Heston for polling district GA in the Heston West ward;

 

g) 106 Brabazon Road Community Centre, Hounslow for polling district GE in the Heston West ward;

 

h) Midsummer Park Children's Centre, 292 Staines Road, Hounslow for polling district N in the Hounslow Heath ward;

 

i) Rose Community Centre, Hawthorn Road, Brentford for polling district RA in the Syon ward;

 

j) Christian Centre, Fraser Street, Chiswick for polling district VE in the Turnham Green ward;

 

1.6       To continue to use The Community Centre, St John’s Centre, Isleworth as the polling place for polling district RC in the Syon ward, but review this if necessary once the outcome of the current consultation is known.

 

1.7       To agree the following:

  • Recommendation 1.7 a) To adopt the polling district changes laid out in recommendations 1.2, 1.3 and 1.4 on 1 December 2011;
  • Recommendation 1.7 b) To adopt the polling scheme (in revised Annex 3 attached to this document) from 1 January 2012 which reflects no change to the polling place in polling district JC

“Could the Lead Member for Performance and Customer Care make a statement to Borough Council concerning the appalling racist and abusive language and behaviour of a bailiff acting on behalf of the London Borough of Hounslow as seen in a recent TV programme, and also give an assurance that safeguards are in place to make sure that             this never happens again?”

“My constituents are very concerned about a leaflet they have received from BAA.  It says

 

‘a trial will be undertaken at Heathrow to explore if the runways and the airspace around the airport can be used in a more efficient and flexible way to help cut delays and reduce the number of late running flights’. 

 

I would like to know, what has happened to runway alternation? Does this mean that there will be more flights over Cranford and will residents experience more noise?

 

What has the Council been doing about this issue and what can residents do?”

“On 24 October 2011 there was a report regarding the 'Disposal of Ex Feltham Peoples Centre', including a recommendation that the property is sold on the open market by way of Public Auction.  Will the Lead Member make a statement on what has happened since then?”

Councillor Paul Jabbal To Ask Councillor Corinna Smart, Cabinet Member For Environment

“At the previous Borough Council Meeting, the Lead Member was asked for how long she could guarantee a weekly collection of residual waste in the London Borough of Hounslow.  Since then, the Government has announced it will assist Councils to keep these in place.  What, if anything, is preventing the Lead Member from giving this guarantee now?”

“This Council notes that the Mayor for London plans to increase  fares by 7% for 2012, well over the rate of inflation.

 

This Council believes that the residents of this Borough have had enough of exorbitant fare increases, which will adversely impact on those on low incomes.

 

This Council calls on the Mayor for London to re-think his policy, as soaring fares are not necessary, as Hounslow residents, along with other Londoners, pay far more in fares than even the Mayor’s own budget projections say they will”
